ARA Reacts To Climate Change Bill
June 3, 2009 The Agricultural Retailers Association (ARA) is encouraging you to contact your U.S. Senators and U.S. Representative regarding the proposed climate change legislation.
On May 21, the House Energy and Commerce Committee passed the American Clean Energy and Security Act of 2009 (H.R. 2454) out of committee. The bill has now been referred to eight different House committees with jurisdiction over different sections of the legislation — Committees on Foreign Affairs, Financial Services, Education and Labor, Science and Technology, Transportation and Infrastructure, Natural Resources, Agriculture, and Ways and Means, for a period to be subsequently determined by the Speaker.
Although H.R. 2454 does not directly cover agriculture under the cap, as written the bill will increase the cost of agricultural inputs. The bill does not provide adequate allowances for domestic fertilizer manufacturers to enable them to stay competitive in an international market. The bill also does not specifically mention agriculture off-sets, which would enable the agricultural industry to contribute more fully to decreasing greenhouse gas emissions.
